Hanoi (VNA) – The 15th National Assembly on June 25 adopted several important laws and resolutions during its ongoing 9th session.

Specifically, the revised Law on Inspection was approved with 443 out of 445 participating deputies voting in favour, accounting for 92.68% of the total number of deputies. It consists of 64 articles and stipulates a two-tier inspectorate system, including the Government Inspectorate, and provincial and municipal inspectorates.

With 446 out of 448 deputies voting in favour, equivalent to 93.31% of the total number of lawmakers, the legislature passed the Law on amendments and supplements to certain articles of the Civil Procedure Code, the Administrative Procedure Law, the Law on Justice for Minors, the Bankruptcy Law, and the Law on Mediation and Dialogue at Court. It, which will take effect from July 1, stipulates the jurisdiction of the newly-established regional People’s Courts whose scale, authority, and number and quality of judges are greater than those of the previous district-level courts.

Meanwhile, 432 out of 434 deputies, or 90.38% of the total, said “yes” to the Law on amendments and supplements to several articles of the Law on Promulgation of Legal Documents.

A key highlight of the new law is the addition of transitional provisions regarding the validity of legal documents following administrative boundary rearrangements. Accordingly, documents issued by district-level authorities will remain effective until February 28, 2027, to allow for review and appropriate application decisions.

With 435 out of 435 deputies voting in favour, accounting for 91% of the total number of legislators, the legislative body approved the Law on amendments and supplements to several articles of the Law on Handling Administrative Violations.

The law doubles the maximum fine amounts that do not require a violation record from 250,000 VND (9.56 USD) to 500,000 VND for individuals and from 500,000 VND to 1 million VND for organisations.

With 434 out of 436 deputies voting in favour, or 90.79%, the NA passed the Resolution on amendments and supplements to certain articles of the Regulations of the National Assembly's sessions, issued together with the legislature’s Resolution No. 71/2022/QH15. The Resolution will become effective from July 1.

On the day, the Law on State Budget (amended) was also adopted, with 426 out of 430 deputies, or 89.12%, saying “yes”. The new law, consisting of 79 articles, will take effect from the 2026 budget year. Specifically, the provisions on budget estimation, the implementation of the state budget, and decentralisation of the provincial and commune budgets in the fields of science, technology, innovation, and digital transformation will come into force from July 1.

With 432 out of 434 deputies voting in favour, accounting for 90.38% of the total, the NA approved the Law on amendments and supplements to the Law on Bidding, the Law on Public-Private Partnership Investment, the Law on Customs, the Law on Export and Import Taxes, the Law on Investment, the Law on Public Investment, the Law on Management and Use of Public Property. The amendments to these seven laws aim to address current difficulties and inadequacies, while also codifying provisions in line with the Party’s policies, especially promoting the development of science, technology, innovation, and digital transformation, removing bottlenecks, unlocking resources, and meeting the country’s development needs.

Also on June 25, the NA's Resolution on the establishment of the National Election Council was approved with 425 out of 426 deputies, or 88.91%, voting in favour.

According to the Resolution, the legislative body decided to establish the National Election Council consisting of 19 members, with the top legislator being its chairperson.

Its vice chairpersons include the Permanent Vice Chairperson of the NA, a Deputy Prime Minister, the President of the Vietnam Fatherland Front Central Committee; and the Vice State President.

It clearly states that the National Election Council is responsible for organising the election of deputies to the 16th National Assembly; and directing and guiding the election of deputies to the People’s Councils at all levels for the 2026–2031 term./.
